Likewise the nature of the contractual relationship for the participants in RECOVERY TELEHEALTH PRIVATE is not a doctor-patient relationship but rather only that of a teacher/Consultant individual Contract. The Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104-191) [HIPAA] was enacted by the U.S. Congress in 1996. This is authorized legal sharing of the treatment information and participants. Treatment, counseling, and rehabilitation facilities and practioners have become under legally required Administration Simplification Title II of HIPAA are covert Confidential Informants (CI) for releasing and documenting all private data related to the individuals data, without informing the patient of that status to an estimated 600 federal and state governmental agencies as authorized disclosure under the HIPAA Title II provisions.
